The Federal Government has commenced the release of 4,068 inmates across the country in an effort to relieve overcrowding in the country’s correctional centers.
On Saturday, the Minister of Interior, Olubunmi Tunji-Ojo, visited the Medium Security Custodial Centre in Kuje, Abuja to commence payment of fines and compensations on behalf of inmates who were unable to settle their penalties.
The initiative is targeted at those serving jail terms due to their inability to pay fines or compensations owed.
“As of yesterday, the 17th day of November 2023, there were about 80,804 inmates in 253 custodial facilities nationwide, whose total installed capacity for the 253 Custodial Centres adds up to less than 50,000. This shows that our Custodial facilities are over-crowded; necessitating this initiative we are flagging off today, which is targeted towards addressing the overcrowding conundrum bedevilling our Custodial Centres and their reformatory function,” the minister said during the flag off of the initiative.
He added, “Most of the benefitting inmates on the verge of their freedom are indigents who cannot afford to pay their fines and are languishing in custody.
“The sum of N585,000,000.00 was raised by philanthropic individuals, groups and corporate bodies, as part of their corporate social responsibility, for this purpose.
“Hence, all inmates in custodial centres who have fines and/or compensation not exceeding N1,000,000 are qualified and would benefit from this gesture,” he said.
In addition to securing their release, each freed inmate will receive a stipend to aid their reintegration into society. They would also be provided essential training to equip them with the skills and knowledge necessary to be productive upon discharge.
Tunji-Ojo urged communities to welcome returning inmates without stigma or bias, noting that rejection could drive them back to crime.

AdminThe International Monetary Fund (IMF) has called on governments and finance ministers of member states to use fiscal policy tools to curb the rate at which they borrow to finance their budgets.
The IMF’s Deputy Managing Director, Gita Gopinath made the call in her introductory remarks for the conference, “Fiscal Policy in an Era of High Debt,” in Washington, obtained by THE WHISTLER.
Gopinath said debt levels had been rising across countries for some time which she said calls for caution as to where countries borrow from especially the non-Paris club creditors like China, India, and Saudi Arabia.
According to her, since the mid-1970s, global public debt tripled to reach 92 percent of GDP by the end of 2022.
She said, “Rising deficits and debts in countries such as the United States have serious ramifications for emerging and developing economies, who are hit by rising rates and weaker currencies. And many economies, particularly low-income countries, are already in debt distress.
“The combination of record-high global debt levels, higher for longer interest rates, and weak growth prospects poses a triple challenge for policymakers. In a shock-prone world, very few countries will have the fiscal space to support their economies.
“To help our 190 member countries navigate these challenges, we need a renewed focus on fiscal policy to make sure it is fit for purpose.”
The IMF Deputy MD explained that demands on government budgets are increasing—from delivering social support to financing the green transition, to bolstering defense spending and a renewed push for industrial policies.
She said, “It is politically difficult to cut spending or raise taxes—debt-financed spending may still seem tempting. But that would be a grave mistake, setting debt on an unsustainable trajectory as borrowing costs rise sharply.
“Revenues also need to keep up with spending. For our part, the IMF must balance our cautionary policy advice with an understanding of the economic and social forces underpinning these political choices.”
She alluded to how in the past two years, central banks have grappled with how to address elevated and persistent inflation levels.
Gopinath said in several cases, fiscal policymakers have not been in sync with monetary policymakers which she believes has complicated the fight against inflation.
She advised governments to evaluate vulnerabilities arising not only from public debt levels, but also from the composition of debt including the identity of creditors, currency and maturity composition that apply.
The IMF Deputy MD added, “The change in the creditor landscape, with a growing number of non-Paris club creditors like China, India, and Saudi Arabia, has implications for the processes involved in debt restructuring.
“While important progress has been made, a lot more is needed for countries to receive timely debt relief.”
Suspected Boko Haram insurgents have attacked the convoy of Yobe State Governor Mai Mala Buni along Maiduguri-Dramaturg Road, killing two policemen and injuring two others.
The attack took place on Saturday after the governor attended the 24th convocation of the University of Maiduguri, Borno State.
According to an eyewitness, who was on the entourage but spoke on the condition of anonymity, the attackers opened fire on the convoy from both sides of the highway, targeting the pilot.
“We narrowly escaped death today. The convoy was attacked between Beneshiekh and Mainok, a distance of less than sixty kilometres to Damaturu after attending the 24th convocation of the University of Maiduguri.
“The insurgents opened fire on the convoy from both sides of the road, killing one policeman instantly while the other died later due to too much bleeding following bullet wounds. As a matter of fact, we left Maiduguri late, around 6.00 pm,” he said.
Governor Buni was absent in the convoy when the incident happened on their way back to Damaturu the state capital. He was said to have travelled to Abuja for an official function.
This is the first time the convoy of the Yobe State governor has been attacked since the commencement of the Boko Haram insurgency 12 years ago.
The New Nigeria Peoples Party (NNPP), under whose umbrella Governor Abba Yusuf swept to victory in the March 18 governorship exercise, has rejected the Appeal Court judgment sacking the Kano leader.
In its Friday ruling, the court concurred with the judgment of the tribunal – two months ago – which ruled that the party’s fielding of Yusuf breached the Electoral Law as he was not qualified to contest that poll. It thus declared the All Progressives Congress (APC)’s Nasiru Gawuna as the winner of the election.
About one day after the judgment, the NNPP said it was surprised over the verdict on the governorship election in one of Nigeria’s key states and described it as “ridiculous”.
‘Most Ridiculous Judgments’
“To say the least, we were shocked at the miscarriage of justice delivered on Friday 17th of November, 2023 on the governorship election petition of Kano State,” NNPP’s Acting National Chairman Abba Ali told journalists at a Saturday news conference in Abuja.
“In spite of overwhelming evidence presented to the tribunal by our team of lawyers, the tribunal passed one of the most ridiculous judgments in the history of election jurisprudence in Nigeria and unjustly declared the APC candidate, who had never joined the petition, as the winner of the election.
“It is therefore unbelievable that the appeal court will refuse to look at the merit of our party’s appeal and cling to the erroneous issue of membership that has already been settled severally [sic] by both the appeal and Supreme Court.”
‘Miscarriage Of Justice’

Already, Governor Yusuf, who unseated the ruling APC in the state to sweep to victory, has rejected the judgment sacking him. He labelled it a “miscarriage of justice”.
“After careful study and rigorous stakeholder engagement, my team and the New Nigeria Peoples Party (NNPP), have decided to approach the Supreme Court on the miscarriage of justice, delivered by the Appeal Court, yesterday in Abuja,” he in a broadcast to residents of the North-West state in the wake of the judgment.
While heading to the apex court to contest the decision, Governor Yusuf is “optimistic that the Supreme Court will by the grace of Allahu SWT set aside these miscarriages of justice by the Tribunal and the Appeal Court, and reaffirm our mandate, as given by the good people of Kano State”.
The Appeal Court ruling is coming over six months after the Independent National Electoral Commission (INEC) declared Yusuf as the winner of the election.
Following the declaration, the APC candidate had conceded defeat to Yusuf, ascribing the move to his faith.

Vice President Kashim Shettima has called for an end to the use of strikes as a means of expressing grievances against the government.
He was speaking when he represented the visitor, President Bola Tinubu, at the 24th combined convocation of the University of Maiduguri (UNIMAID, Borno State.
“It is no longer fashionable to insist on confrontation as a tool for demanding improved welfare conditions for your members,” he said on Saturday.
“Incessant strikes are very detrimental to the system and so the option for dialogue must remain paramount in resolving any issue or crisis.”
According to him, the Federal Government is always ready to dialogue with unions in the country to resolve labour issues.
The vice president also called for collaborative efforts in funding the nation’s education system, saying the government alone cannot do it.
Shettima, along with three eminent Nigerians, was awarded an honorary doctorate degree by the university which is holding its first convocation since the 2018/2019 academic session.

At the event, the Vice Chancellor of the university Prof. Aliyu Shugaba called on the graduating students to embrace entrepreneurship
“Every success in life brings with it challenges. You are graduating today, our nation is faced with myriads of problems. I believe the university has adequately prepared you to contribute to proffering solutions to these problems,” he said.
“The era when graduates look up to the government for answers to all problems is fast fading. I encourage you to specifically utilise your entrepreneurial training in the university to decide your employability status. Start an enterprise, no matter how small your capital or idea is.”
Over thirty-three thousand students graduated and were awarded certificates from the university with one hundred and forty-seven bagging first class.
A breakdown of the graduating students shows that eight hundred and seventeen students bagged master’s degrees, and one hundred and thirteen PhDs. Others got a first degree from the regular university and other affiliate colleges.
The Lagos State Government has commenced the demolition of distressed buildings in the Oyingbo, Ebute-Metta area of the state.
The Commissioner for Physical Planning and Urban Development Oluyinka Olumide who led the demolition exercise on Saturday, said occupants of the affected buildings were served notices but refused to vacate them.
He said that the government was compelled to resort to the demolition of the structures to protect lives as most of the buildings failed the structural integrity test.
“The primary responsibility of government is to protect lives, so we can not wait and allow the buildings to collapse and kill people,” he said.
He stressed that the administration of Governor Babajide Sanwo-Olu would continue to cherish the lives of residents of the state, regardless of their tribe or religion.
According to him, he decried the situation in which occupants of affected buildings refused to evacuate the buildings after enough notice, adding that life was more important than buildings.
The commissioner therefore enjoined owners of distressed buildings to take the initiative of pulling down the structures. He urged them not to wait for the government to do so as it would confiscate any land where it removed distressed structures.
The General Manager, Lagos State Building Control Agency (LASBCA) Arc. Gbolahan Oki added that the demolition of distressed structures in the area had become a necessity, considering the danger that the buildings posed to other adjoining structures and the lives of residents.
“We cannot fold our arms and allow irregularities to continue to thrive in this area, where lives of innocent people would be at risk because of the lackadaisical attitude of a few individuals who have refused to do the right thing,” he said.
Oki also appealed to Lagosians to feel free to always inform the government about distressed buildings and other physical planning infractions noticed within their neighbourhoods.
A Higher National Diploma female student of the Federal Polytechnic, Offa, in Kwara State, has been allegedly hacked to death by yet-to-be identified persons.
The student, identified as Toyin Bamidele of the Food Technology Department, was allegedly hacked to death in her rented apartment outside the campus on Thursday.
The alleged murder was confirmed to PUNCH Online on Friday by the institution’s acting head, Public Relations Unit, Mrs. Folake Oyinloye.
Oyinloye, who said that the management had commenced an investigation into the murder in conjunction with security agencies, said, “The management condemns this inhumane act in strong terms, as it is strange in the polytechnic community.
“While the circumstances behind the incident remain unknown, investigations are currently ongoing to reveal the identity of the evil occurrence by the appropriate security agencies and, as a matter of urgency, to fish out the culprits.
“Her demise is an irreparable loss to the entire management and Staff of the Polytechnic.
“The management somberly condoles with her family, friends, and the Department of Food Technology for the great loss and urges anyone who has useful information on this occurrence to report to Security Agents.
“The management prays to God to repose her soul, grant her eternal rest and uphold her family to bear the loss.”
All efforts to contact the police proved abortive, as the State Commissioner of Police, Mr Victor Olaiya, could not be reached on the telephone as of the time of filing this report.
Some unknown gunmen have killed a pastor in charge of the second Evangelical Church Winning All, Damakasuwa in the Kauru Local Government Area of Kaduna State, Amako Maraya.
The wife of the clergy was also abducted by the gunmen.
A resident, who is also an elder in the church, Mr. Ishaku Chinge, who confirmed the incident to PUNCH Online on Saturday, said the gunmen invaded the community around 11 p.m. on Friday.
He recalled that about three months ago, the gunmen had attempted to kidnap the son of the clergy but were repelled with the help of the community, even though he (the son) was injured.
“Yesterday again, they stormed his house, gunned him down and kidnapped his wife.
“The gunmen had earlier called in the morning, demanding N3 million ransom from the family. They have not called again,” Chinge stated.
According to him, there has been tension in the community since the incident occurred.
He added, “We are calling on security agencies and the government to help rescue the widow who is traumatised at the moment.”
The acting Police Public Relations Officer, Mansir Hassan, did not respond to the text message sent to him as of the time of filing this report.
The Nigeria Customs Service, Murtala Muhammed International Airport Command, said it has handed over seized fake $10, 000 to officials of the Economic and Financial Crimes Commission.
Announcing this in a statement on Saturday, the command’s Public Relations Officer, Juliana Tomo, said a 41-year-old suspect, Ifeanachor Ugbor, was arrested in connection with the seizure.
She said that the suspect who was heading to Brazil, contravened the the Money Laundering (Prohibition) Act of Nigeria.
Tomo said the command made this seizure less than two months after the new Customs Area Controller, Charles Orbih, was redeployed from Abia/Imo Area Command to MMIA.
“Considering Section 15 of the Money Laundering (Prohibition) Act, 2011 (As Amended) Act No 11, 2011 and Act No 1, 2012, which entails the money laundering offences, a passenger contravened a part of this section within our jurisdiction.
“This passenger, Ifeanacho Ugbor, is a 41-year-old Nigerian from Enugu State with a valid Nigerian Standard Passport No. B00033052 who was scheduled to travel from Murtala Muhammad International Airport with the Ethiopian Airline (flight ET900) to Brazil on Friday 10th November 2023 was suspected to have contravened the Money Laundering (Prohibition) Act of Nigeria,” she said.
The spokesperson said the suspect was restrained from traveling and detained for further investigation.
“The suspect, having declared the sum of $10,000 on our currency declaration form, our officers took a step further to examine the currency in line with section 66 of the Nigeria Customs Service Act 2023, and the officers discovered that the sum of $10,000 was all counterfeit,” the statement noted.
The Customs Area Controller in charge of the command, Orbih, said that the achievement was a result of the due diligence of the officers.
“We have eagle eyes officers in this command, they are ready to work for 24 hours of the day and seven days of the week combating all customs-related crimes and bringing to the limelight the perpetrators,” he added.
“We hereby hand over the sum of $10,000 counterfeited currency to the EFCC, the suspect, a valid Nigerian Standard Passport No. B00033052, two phones and his baggage for further necessary action,” he concluded.

President Bola Ahmed Tinubu has congratulated the government and people of Liberia on the successful conduct of the Liberian Presidential Election.

The President also congratulated President-elect Joseph Boakai, who won the mandate of the people, enjoining him to unite the country and build on the popular support expressed through the ballot box to deliver good governance to the people of Liberia.

The President says President Weah’s great act of democratic sportsmanship is exemplary, particularly at this time in West Africa, when democracy is under attack by malign actors who are bent on subverting the will of the people.
“I commend President George Weah for his sterling example, undiluted patriotism, and statesmanship. He has defied the stereotype that peaceful transitions of power are untenable in West Africa. Recall that Liberian President and African football legend George Weah had earlier conceded defeat to opposition leader Joseph Boakai.
Results announced indicated that the opposition leader was leading the polls with nearly 51 per cent of the votes in Liberia.
However, speaking as the country’s election umpire continued the result announcements, Weah said that there was no way he could overturn Boakai’s lead.
“The result announced tonight, though not final, indicates that…Boakai is in a lead that we cannot surpass,” Weah said.
“This is the time for graciousness in defeat,” he added.

Liberia’s incumbent president and football legend, George Weah, conceded defeat on Friday evening after nearly complete returns showed opposition leader, Joseph Boakai, leading with 50.89 per cent of the vote.
“Ladies and gentlemen, tonight the CDC (party) has lost the election, but Liberia has won. This is the time for graciousness in defeat, to put national interest above personal interest,” he said in a speech on national radio.
Results published by the electoral commission after tallying the ballots from more than 99 per cent of polling stations gave Weah 49.11 per cent of the votes cast.
The 78-year-old Boakai beat Weah by just over 28,000 votes.
Weah said he had spoken to Boakai “to congratulate him on his victory”.
“The Liberian people have spoken, and we have heard their voice. However, the closeness of the results reveals a deep division within our country,” Weah said in his speech.
Around 2.4 million Liberians were eligible to vote on Tuesday, but no turnout figures have been released.
Dozens of Boakai’s supporters danced in celebration outside one of his party’s offices in the capital Monrovia.
The elections were the first since the United Nations in 2018 ended its peacekeeping mission, created after more than 250,000 people died in two civil wars in Liberia between 1989 and 2003.

The Nigerian Defence Academy (NDA) has conferred the title of a professor on Abubakar-Surajo Imam, a lieutenant-colonel and Head of Department of Mechatronics Engineering at the institution.
Imam is now is now Professor of Mechatronics Engineering.
Mechatronics is a multidisciplinary field that combines mechanical engineering, electronics, computer science, and control engineering.
He is said to be the first professor from among serving personnel in the history of the Nigerian Army.
The Registrar of the Academy, A.M Tukur, a brigadier-general, announced the promotion in a statement in Kaduna.
He said the promotion was ratified during the NDA Council Meeting in September, and took effect from 1 October 2022.
The registrar said that the council’s decision was a reflection of the confidence and recognition of the contributions of Imam to the Department of Mechatronics Engineering of the Academy.
He said the new professor has provided exemplary services and upheld the standards of excellence expected in his field.
“This recognition not only honours Professor Imam but also highlights the commitment of the Nigerian Defence Academy to acknowledging and rewarding outstanding contributions within its academic community.”

Imam, who hails from Kankia in Katsina State, has a bachelor’s degree in Mechanical Engineering from Bayero University, Kano, Kano State.
He also holds a master’s degree in Mechatronics from Newcastle University, United Kingdom, and PhD in Mechatronics and Robotics from the same university.
Imam joined the Nigerian Army as a member of Short Service Combatant Course 32, and was assigned to the Nigerian Army Corps of Electrical and Mechanical Engineering.
He later converted to Regular Commission, and served in numerous units including 1 Base Workshop, Technical Group EME, HQ Nigerian Army Electrical and Mechanical Engineers Corps, and DICON.
Imam is an Examiner and Member Central Selection Committee for Master’s and PhD candidates being sponsored by the Petroleum Technology Development Fund.
He is also a researcher with the Defence Industries Corporation of Nigeria (DICON), the Defence Research and Development Bureau, Abuja, Command Engineering Depot, Buffalo Engineering Technology, and National Agency for Science and Engineering Infrastructure.
Imam is also a researcher with the Air Force Institute of Technology, Kaduna, Ahmadu Bello University, Zaria, and Aliko Dangote University of Science and Technology in Wudil, Kano State.
The new professor has attended over 40 international workshops and numerous seminars and presented papers at several conferences in the United Kingdom, Spain, Egypt and the United States of America.
He currently doubles as Head, Department of Mechatronics Engineering and Director Centre for Innovation and Creativity, at the NDA.
At the NDA, Imam has through his Research and Development efforts enormously contributed to enhancing the visibility of the Academy among Nigerian Universities.
He spearheaded the founding of the NDA Department of Mechatronic Engineering, and the establishment of the Centre for Innovation and Creativity.
The centre’s serves as platform for the realisation of Nigeria’s Military Industrial Complex through promotion of innovation and creativity in cutting-edge technologies related to novel military and civil hardware and software solutions, thereby reducing Nigeria’s dependence on foreign technical solutions.
His published books cover Mechatronics; PIC Microcontrollers; Embedded Systems Design; Sensors and Actuators for Embedded Systems; Coding, Robotics and Drone Technology for Kids; and Field Manual for Drone Technology, among others.

The Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu, has called for the appointment of a Chief of Space Staff to bolster the nation’s defence capabilities.
Kalu made this recommendation during the closing ceremony of a two-day post-inauguration retreat organised by the National Defence College in Abuja for members of the House Committee on Defence.
He stated the need to evolve beyond traditional security mechanisms and address the emerging threats in space, asserting that establishing a Space Service Chief would be crucial in safeguarding Nigeria’s territorial integrity, considering the evolving nature of modern warfare.
“In some countries, you have Space Service Chiefs; what are we doing about that? There is a need for one to be created. We are beyond what is obvious.
“Some of the warfare is now taking place in space. And I can assure you, if we ignore that, we will not be doing justice to the mandate of protecting the territorial borders of this country,” stated Kalu.
Kalu also pledged support for the Defence Industry Corporation (DICON) Bill and the Armed Forces Trust Fund Bill currently before the National Assembly for re-gazetting. These bills, although passed by the 9th Assembly, did not receive the assent of former President Muhammad Buhari.
However, Kalu expressed confidence that President Bola Ahmed Tinubu would prioritize these bills, emphasizing their significance in stimulating local content and manufacturing essential tools and equipment for the Armed Forces.
“With the Bills, there will be a stimulation of local content in manufacturing the tools and the equipment needed to keep our nation safe.
“It is a call on Mr. President to do it and do it as urgently as possible. So that some of the funding contracts of the military at the moment will be converted into military industrial complexes,” he said.
On his part, the Chairman of the House Committee on Defence, Hon.
