The Minister of Interior, Dr Olubunmi Tunji–Ojo, on Wednesday reiterated the need for the Federal Fire Service (FFS) to undergo a transformative rebranding and expansion of its responsibilities.
He said this at the Commissioning of Firefighting Trucks and Ford Rapid Response Vehicles at the Federal Fire Service headquarters, Garki, Abuja.
Tunji-Ojo said once signed by the President Bola Tinubu, a proposed fire and rescue service bill will play a key role in Nigeria’s national development.
The proposed rebranding of the Fire Service as the Federal Fire and Rescue Service seeks a shift in focus towards comprehensive risk assessment and a commitment to safeguarding lives and property.
“The Federal Fire Service, very soon when the bill on fire and rescue service is assented, we will play a major role in our national development. For any country to attain its potential, the position of fire service cannot be taken for granted. I say this to the FFS, you are a sleeping giant. The time to wake up to your responsibility is now,” he said.
The minister added, “Nigeria is one of the world’s biggest economies. This means that for us as a people, we cannot continue to neglect the issue of fire service. My personal opinion, as well as my position as a minister of the interior, is that the fire service should be and will be a major employer in Nigeria.
“Beyond just considering our barriers, we need to realize that the ideas we possess transcend any obstacles we might encounter during our development. I said this when I visited the Fire Academy, it is time for the fire service to rise up to a higher responsibility.
“Your responsibility isn’t just about combating fire. Your duty includes forecasting danger, and we need to transition from an era of corrective activities to an era of a proactive approach, leading to preventive measures that can save us billions of lives.
“As your minister, I don’t want to just value the number of buildings saved from fire. Rather, I want to see the effectiveness of your preventive measures. Your responsibilities go beyond firefighting; they encompass rescue management. You are supposed to be, and must be, the first respondent during emergencies. Your responsibilities extend beyond fire management to protecting lives, and properties, and rescuing people during emergencies such as accidents, road traffic collisions, and even natural disasters. These remain part of your duty,” he said.
Tunji-Ojo added that the agency is expected to start collecting information, assessing risks, and protecting the health and safety of workers in their line of duties.
“This framework should identify and assess the full range of foreseeable fire and rescue-related risks, make provisions for prevention and protection activities, and respond to incidents appropriately.Planning for solutions is more efficient than solving problems. When you fail to plan, you are planning to fail. We must invest more in preparation for smoother execution.
“You will rise high because the era of minimal preparation is over. We want the training centers to be more than just facilities for the Federal Forest Service officials. We aim for all residential buildings, commercial buildings, markets, and every business-oriented entity with a workforce of more than 10 or 15 to employ more fire rescue and safety officers, prominently by Monday.
“A fire that razes a whole building often starts from a tiny spot. Timely intervention could save billions of assets and lives. Thus, your responsibility entails training our youth in fire and emergency rescue management. It might alarm you, but catastrophes can strike anywhere. Several of our commercial centers are dangerously unequipped to respond to emergency situations.
“We cannot persist in automatic mode and hope things will change. It’s senseless to keep repeating a flawed method and expect superior results. Our gathering here is not to maintain the status quo in emergency training,” minister added.
Earlier, the Controller General of the Federal Fire Service, Engr Jaji Abdulganiyu in his welcome address, expressed gratitude to President Bola Tinubu for repositioning and empowering the service by increasing firefighting and emergency assets.
He also acknowledged the Interior Minister’s efforts to elevate the Fire Service and raise expectations for the future.
While encouraging zonal and state commands to make optimal use of the new assets to enhance emergency response, Abdulganiyu warned members of the public against obstructing and attacking firemen during rescue operations.
President Bola Tinubu has approved the appointment of new and returning chief executives for fresh terms in office across multiple agencies under the Federal Ministry of Communications, Innovation, and Digital Economy.
Among the new appointees are EVC/CEO, Nigerian Communications Commission (NCC), Aminu Maida; MD/CEO, Nigerian Communications Satellite Limited (NIGCOMSAT), Nkechi Egerton-Idehen and DG/CEO, National Information Technology Development Agency (NITDA), Kashifu Inuwa Abdullahi.
Others are National Commissioner/CEO, Nigeria Data Protection Commission (NDPC), Dr. Vincent Olatunji, and Postmaster General/CEO, Nigerian Postal Service (NIPOST), Tola Odeyemi.
A statement by Ajuri Ngelale, Special Adviser to the President on Media and Publicity, noted that the new appointments were in line with President Bola Tinubu’s determination to maximally leverage on Nigeria’s proven technological and digital economic prowess to reposition the nation’s economy toward greater financial inclusion.
He said the president also approved the appointment of a new Special Adviser on Technology and Digital Economy, Idris Alubankudi.
He noted that by this directive of the president, the above-mentioned appointments take immediate effect.

Meanwhile, the Christian Association of Nigeria (CAN) has said that the ongoing conflict between Israel and Palestine has raised concerns about the safety and well-being of Nigerian pilgrims.
In a statement signed by the CAN President, Most Rev. Daniel Okoh, on Wednesday in Abuja, the apex Christian organisation advised that the airlifting of Pilgrims be suspended until normalcy returns in the area.
“Furthermore, the ongoing war holds significant implications for Nigeria’s faith communities. It is crucial for religious leaders and communities in Nigeria to actively promote understanding, compassion, and peaceful coexistence among diverse religious groups.
“We must resist the temptation to allow this conflict to deepen divisions or inflame religious tensions within our nation, Nigeria,” he said.
Okoh also appealed for an immediate cessation of hostilities and violence between Israel and Palestine, appealing to both parties to embrace dialogue and diplomatic solutions to end the war.
The CAN President lamented that the recent surprise attack by a militant group on Israeli citizens, resulting in the tragic loss of numerous lives and abduction of several persons, including women and children, was a distressing event that undermined the pursuit of global peace.
“CAN firmly condemns any act of violence that threatens the lives of innocent individuals, regardless of their nationality or religious background. While recognizing Israel’s right to self-defense, we emphasize the importance of proportionality and the avoidance of harm to innocent civilians in any military response.
“The loss of innocent lives on both sides of the conflict is a tragic consequence of this escalating situation, and we extend our deepest condolences to all those who have suffered the loss of their loved ones in these incidents,” CAN stated.
He stressed the sanctity of human life and the principles of justice and peace, as upheld by the Christian faith, urging all parties involved to engage in dialogue and seek diplomatic solutions.
“In light of these developments, CAN prays for the repose of the souls of those who were killed in the violent attack and the resultant war, as well as reconciliation, healing, and enduring peace in the region. May God Almighty comfort their families.
“We also call upon the international community, including the United Nations and relevant stakeholders, to redouble their efforts in facilitating a just and lasting resolution to the Israeli-Palestinian conflict.
“Finally, we encourage all religious congregations in Nigeria to engage in fervent prayers for peace and unity in the region, for the protection and well-being of those affected by the conflict, and for the speedy release of the abducted individuals.
“Let us remember that our faith calls us to be peacemakers and agents of reconciliation, even in the midst of conflict and adversity,” Okoh stated.

The governorship candidate of the All Progressives Congress (APC) in Bayelsa State, Chief Timipre Sylva on Wednesday officially flagged off his campaigns ahead of the November 11 governorship elections.
Naija News understands that Sylva took the step despite being disqualified as the governorship candidate of the APC.
Justice Donatus Okorowo of the Federal High Court, Abuja, on Monday gave the verdict in the suit filed on June 13, 2023, by a member of the APC, Deme Kolomo against Sylva’s candidacy.
Delivering judgement in the suit marked FHC/ABJ/CS/821/2023, Okorowo held that allowing Sylva to contest the November 11 governorship polls would be against the constitution of the country which states that no person should be voted for as a governor more than twice.
Sylva, who has promised to appeal the judgment, however, on Wednesday promised to bring a new tide of human capital development, infrastructure, gas development, jobs creation and agriculture.
The APC governorship candidate who began his campaign at Agbere, before taking it to Ebedebiri Community and Sagbama Local Government Council headquarters, all in Sagbama Council Area, said he chose to kick start his state-wide campaigns in Agbere Community because of the special affinity he shares with the area.
He promised to complete the abandoned shore protection project in the community and bring more development to the area to ensure that they enjoy the dividends of democracy and not be spectators to development.
He said, “I consider myself an Agbere son and that is why I decided to begin my campaigns in the whole state in Agbere. A lot of things I have done for Agbere, the shore protection that has been abandoned will be completed.
“We don’t want you to be spectators to development, we went to bring development to you. My incoming government is about human capacity development. When I look around I see virile young men and women, people who need work, empowerment and development and government is about the people and is for the people and with you in mind.
“We have done it before, we are experienced, we know what to do, I was here before as governor, I was taken away and incubated and matured and now I am back, bigger and better.
“November 11 is not far, you must make up your mind to vote for the APC, Agbere and Constituency 3 must be completely APC because a new tide of infrastructural development is coming into Bayelsa State, we will connect this road to Omoku, there will be industries, gas development, and jobs. We will develop agriculture, we have the sea and agricultural lands and we will give you security.
“If you vote for the APC, you are voting for the good times, empowerment and a better future for yourselves and you are voting out this bad government of Douye Diri and the Peoples Democratic Party, PDP.”
The Edo State command of the Nigeria Police Force has confirmed the arrest of a notorious kidnap kingpin, Idris Amedu, popularly known as Dogo.
The 25-year-old suspect was said to have led a series of bloody kidnappings in the Niger Delta region. According to a police report, Dogo was the head of a notorious kidnapping syndicate that killed some policemen during their recent operations in the region.
Naija News understands that the force had previously declared Dogo wanted before operatives succeeded in arresting him at Ahor Community near Benin City, where he reportedly came out of a bush with a bag containing items allegedly belonging to one of his victims at about 10 pm on 20 September.
The command said the suspect was arrested following a reliable intelligence report received by detectives at Egba Police Station in the Uhunmwonde local government area of the state.
In a statement made available to newsmen on Wednesday morning, the Edo State Police spokesman, SP Chidi Nwabuzor, said the suspect had been on the Command’s wanted list for a long time.
He listed items recovered from the suspect to include eight different ATM cards of local and foreign banks, a foreign driving license, a British residence permit, foreign cards bearing Mr Afam Ogbu (with the photograph), and Mrs Ogbu Mary Theresa, passport photographs of a white lady and that of three young black men.
Also recovered are a company’s staff I.D. card with a photograph and name of Oguejiofor John Uchenna and an ATM card belonging to one Favour Obayuwana, international passports of foreigners, a pair of female wedding rings and necklaces, Naija News learnt.
Idris, who spoke only in the Hausa language, denied involvement in the series of kidnappings, claimed he picked up the bag by the roadside and was on his way to a nearby police station to hand it over to the law enforcement agents when the police nabbed him.
SP Nwabuzor, however, said an investigation has commenced, and the suspect will soon be charged in court.
A bill seeking to regulate social media has been sent to the national assembly by the National Broadcasting Commission (NBC).
The Director-General of NBC, Balarabe Ilelah made this known on Tuesday when he hosted the Minister of Information and National Orientation, Mohammed Idris at the commission’s headquarters.
Ilelah said the current law does not give NBC the right to regulate social media.
The regulator is seeking to repeal and reenact the NBC Act, CAP L11 laws of the Federation of Nigeria 2004.
He said, “We want to tell you that a bill for an act to repeal and amend the National Broadcasting Commission (NBC) act, CAP L11 laws of the federation of Nigeria 2004, to accommodate the transition from analogue to digital broadcasting service, also to promote quality audio and video, efficient management of the spectrum, Nigeria Broadcast Institute, social media regulation and related matters has been read for the first time on the floor of the national assembly.
“All these that are mentioned are not captured in the present act of the commission. We have already submitted a bill to amend the act.
“One of our major problems now is social media. Unless there is a law that allows NBC to act on social media issues, the issue will continue to be a monster in our daily lives in this country.”
Ilelah said the commission has the right to punish any broadcaster in line with the act establishing NBC.
He added, “We have powers, we derive our powers from the act, and we have the powers to sanction stations. We don’t want to sanction, we prefer to bring them together for negotiation, for understanding.
“We only apply sanctions when there is no way out of it. We don’t want the stations or the stakeholders to see NBC as an enemy. If you mention NBC anywhere, the first impression is sanction.
“In 2023, a total of 1,238 warnings were given, while during the same year, six different stations were penalised.”
The information minister said the NBC should work with the media so they do not see the commission as punitive.
'Petrol should be over N800/litre without subsidy'- Marketers counter FG, insist fuel subsidy is back
AdminOil marketers, on Tuesday, countered the position of the Federal Government, as they insisted that the current pump price of Premium Motor Spirit, popularly called petrol, should not be less than N800/litre if there was no subsidy on the commodity.
Petrol currently sells at between N580/litre and N617/litre depending on the area of purchase, as the Federal Government, through its Nigerian National Petroleum Company Limited, had denied reintroducing PMS subsidy.
On Monday, the Group Chief Executive Officer, NNPCL, Mele Kyari, denied the reintroduction of petrol subsidy and claimed that the pockets of queues by motorists observed in petrol stations across the country stemmed from hiccups in products’ distribution from the South to the North and not a lack of supply.
“No subsidy whatsoever. We are recovering our full cost from the products that we import. We sell to the market, and we understand why the marketers are unable to import. We hope that they do it very quickly and these are some of the interventions the government is doing. There is no subsidy,” Kyari had stated.
He had made the claim barely 48 hours after the Petroleum and Natural Gas Senior Staff Association of Nigeria confirmed the return of fuel subsidy.
Also, oil marketers had earlier stated repeatedly that fuel subsidy had returned, as they explained that the landing cost of petrol as of last week was N720/litre.
On Tuesday, they lambasted the NNPCL boss for coming out to state that the government was not subsidising PMS, as they explained why subsidy on PMS had returned.
“I don’t know why the government keeps peddling lies. When they removed the PMS subsidy, a dollar was about N700 and they made us believe that the removal of subsidy would make the supply of products play according to the dictates of demand and supply, looking at forex as the benchmark.
“Now, this is just simple arithmetic, if you removed the subsidy when a dollar was about N700 and today the dollar is more than N1,000, and you are still supplying and giving products at almost the same rate, what is the magic? They are subsidising products as we speak.
“They are spending billions of naira to subsidise products, and because they know that this country may go on fire if Nigerians buy products at about N1, 000/litre, they keep twisting facts. Why can’t they come out and tell the world the truth?” the National Secretary, Independent Petroleum Marketers Association of Nigeria, Chief John Kekeocha, stated.
He said the government went ahead to remove the subsidy without looking at the nitty gritty involved before implementing the decision.
“You cannot wake up overnight and remove subsidy without considering the pros and cons, only for you to wake up again and start putting back the subsidy into play secretly, and you think Nigerians will not know,” he stated.
Asked to state the implications of these concerns in the downstream sector, Kekeocha replied, “I am telling you that in a very short time there will be no product anywhere in this country, apart from the tank farms that have access to diesel.
“This is because many marketers cannot even function well with the cost of diesel. Check the cost of diesel and the cost of supply and distribution. How many marketers can do it and sell at about N600/litre? The cost of landing PMS is over N700/litre.”
Explaining the effect of the cost of diesel on the operations of filling stations, the IPMAN official stated that “when you compute the cost of bringing PMS from Warri to Abuja or other Northern states by an independent marketer, it will land here (North) at more than N700/litre.
“The cost of diesel is now very high and many marketers can’t afford it, and still sell to compete with the tank farm owners who sell at about N617/litre. Consumers cannot see where the product is sold cheap and go to where it is costly.”
Kekeocha, however, noted that tank farm owners involved in retailing of petrol were few, stressing that such category of dealers were very limited when compared to independent marketers.
Independent marketers control about 80 per cent of filling stations across the country, as a reduction in their operations is going to lead to scarcity in many locations, particularly areas that lack major operators that have tank farms.
“So independent marketers cannot compete right now due to the high cost of diesel and the inability to import due to forex issue, which is why you see that the number of functional filling stations nationwide have been reducing on a daily basis,” the IPMAN official stated.
On whether stabilising forex would help the situation, Kekeocha replied, “The government cannot address forex because it is not within their control. If the government has to address forex, it means it still has to make it clear that they have decided to bring back subsidy.
“It is only subsidy that can keep the price of fuel at the rate that it is now at about N600 plus. Otherwise any moment from now, the cost of a litre of fuel will be about N800/litre or more. The government didn’t do what they are supposed to do ab-initio.”
Asked to state what the government should have done earlier, he said, “There is nothing we can do now than to do what we would have done before – make the refineries work. If refineries are working and they are producing at Warri and Port Harcourt, it will reduce the pressure on importation.
“This is also going to reduce the cost of the product locally, because the cost of fuel and diesel at this moment is due to the fact that we have to import them and this is at the current forex rate. You cannot manipulate forex. So we didn’t do what we ought to have done initially.”
On claims by NNPCL that it had enough product, the IPMAN secretary said this was not entirely correct.
“The situation in the downstream oil sector is very painful. How can Kyari go to the open and be telling people that he is not subsidising the product? He also said they have billions of litres of fuel and that nothing is going to happen, let him come out and watch what is happening in town right now.
“You can’t get taxis because most of them cannot get fuel, and their cost is now very high. Many people have packed their vehicles. How many stations are selling? For the few ones that are selling, the queues are endless here in Abuja.”
On his part, the National President, Natural Oil and Gas Suppliers Association of Nigeria, Benneth Korie, said filling stations were closing, as he insisted that fuel subsidy had been gradually reintroduced.
“NOGASA is seriously worried, between now and December this year, there is need for urgent government intervention to stop the shutting down of our filling stations and parking of our petroleum tankers, all due to the high cost of importation, distribution of products, etc,” he stated.
Korie also stated that the high cost of diesel was killing businesses in the downstream oil sector, stressing that concerns around subsidy on PMS had not helped matters lately.
“Among our recommendations to the government include the declaration of a state of emergency on our refineries, provision of palliatives to marketers for importation of diesel for 120 days before the commencement of operations by the refineries, since the government said refineries will start in December,” he declared.
Earlier, another dealer explained that the last private marketer, PETROCAM, that imported petrol into Nigeria recently, could not sell it due to the reintroduction of subsidy on PMS and the insistence of NNPCL not to raise its pump price.
The marketer stated that before the last one month, whenever they (marketers) brought in products, they would convince the NNPCL to raise the price in accordance with the landing cost.
“The depots are dried up. That’s a statement of fact. For more than a month now no other importer has brought in product except NNPC,” the oil dealer, who spoke on condition of anonymity due to lack of authorisation, stated.
“Since over a month now, I don’t think marketers have been able to influence NNPC to change its price. So that is why you hear that the landing cost currently is about N720/litre, but NNPC is still selling at between N580 to N617, depending on your location.”
The source explained that the current price of petrol had lingered because the government was subsidising the commodity.
“It (government) has said the price should not be more than that amount. So since over a month no marketer has brought in product due to the reintroduction of subsidy.”
On whether NNPC has enough products to keep the country wet, since marketers have stopped PMS imports, the source replied, “NNPC also has its challenges too
“The NNPC you have now is different from the one of before. If it was before, even if they bring in 10 million litres, they can give close to seven million litres to other marketers and use the rest.
“But now, even some of their retail outlets don’t have products because they are so much currently. So you cannot bring in products and be supplying third parties, leaving your own.”
Subsidy gulps N4.8tn annually
Meanwhile, the government through the Nigerian Midstream and Downstream Petroleum Regulatory Authority, stated on Tuesday that fuel subsidy was gulping about N4.8tn from its purse.
The Chief Executive Officer, NMDPRA, Farouk Ahmed, disclosed this at the ongoing Energy and Labour Summit organised by PENGASSAN in Abuja.
“The financial implication of PMS subsidy rose to over N400bn monthly which translates to over N4.8tn ($6bn) annually, making it unsustainable in the short to medium term.
“Subsidy on PMS hugely impacted government revenues available to all tiers of government leading to inability of the government to meet their obligations.
“Last year alone, Nigeria imported a total of about 23.5 billion litres of PMS. Our average daily truck out over a period of eight years stood at over 55 million litres per day, with a peak of 66.7 million litres recorded for the year 2022.
“In the year 2022, Nigerian government expended more than N4tn on PMS subsidy. This amounted to about 20 per cent of fiscal budget for the year, presented a strain on the fiscal viability of the government, and became a major obstacle to inclusive participation in downstream petroleum sector,” Ahmed stated.
He pointed out that fuel subsidies had been in Nigeria since the 1970s when government routinely sold petrol to Nigerians at below cost, but stressed that it had to be stopped.

The use of the US dollar and other foreign currencies as legal tender for domestic transactions in Nigeria is under probe, according to a Tuesday order from the House of Representatives sent to the Committee on Banking Regulation.
The House of Representatives also urged the Central Bank of Nigeria to address Naira’s depreciating value in relation to the dollar and other currencies.
The House requested the CBN to alter monetary policy to stabilise the naira, address speculative activity on the foreign exchange market, and raise the naira’s withdrawal cap to lessen pressure on dollars and other foreign currencies.
It also asked the Federal Government to develop structural changes and measures to fight corruption and advance the nation’s economy’s diversification.
The House additionally asked the Federal Government to increase foreign investors’ confidence in its fiscal and monetary policies to stimulate exporting and decrease importing.
It instructed the National Security and Intelligence Committee and the Committee on Banking Regulations to communicate with the Nigerian Central Bank to launch compliance efforts.
These resolutions were passed when the Hon. Ismaila Dabo’s motion was approved.
You may recall that President Bola Tinubu promised reforms to the nation’s foreign exchange market in June 2023, according to the House of Representatives.
This, it said, was done so that market rates, rather than those set by the CBN, would henceforth be used to buy and sell foreign currencies.
It also mentioned that the President intended to let market forces determine the value of the naira, but that the frightening exchange rate has had an impact on Nigeria’s economy and caused great suffering owing to a rise in demand for dollars and a lack of dollars.
According to the House, oil accounts for roughly 90% of Nigeria’s total export revenue, which is the backbone of the nation’s economy. However, variations in the global price of oil have a significant influence on the local foreign exchange market.
This, according to the House, explains why the naira has kept losing value.
The House said that despite unification in June, Nigeria’s foreign exchange inflows have lagged, with high demand for foreign currency and restricted access to official markets encouraging purchases on the illegal market.
According to the House, the naira has lost a larger percentage of value relative to the dollar, from N778.602/$ in September 2023 to around N1000/$ on the black market.
According to the House, this is Nigeria’s first time liberalising the foreign exchange market.
The motion reads, “The House is worried about inflation and the cost of living; depreciating naira makes imported goods more expensive, leading to higher inflation rates. This increased cost of living disproportionately affects the most vulnerable citizens, as they struggle to afford basic necessities, which are now glaring across the country.
“The House is also worried about the reduction in investment, as the value of the naira continues to lose value and depreciates against the dollar and other foreign currencies, foreign investors may be deterred from investing in Nigeria, fearing potential currency losses, which is capable of stunting economic growth and hindering the creation of new job opportunities for unemployed Nigerian youth.
“The House is aware that a weaker and depreciating Naira could increase Nigeria’s external debt servicing costs, potentially reducing government spending on critical sectors like healthcare and education.
“The House is also aware that the Central Bank of Nigeria frequently uses its foreign reserves to stabilise the naira, but this can deplete its reserves, making the country vulnerable to economic shocks.
“The House is cognizant that addressing Nigeria’s financial challenges requires collective responsibility from all stakeholders, including Parliament, which has been the voice of the common man,” it said.
Niger’s post-coup military rulers have demanded in a statement seen by AFP on Wednesday that the United Nations coordinator in the West African country leave Niger within 72 hours.
The foreign ministry said in the statement dated Tuesday that the government had ordered Louise Aubin, the UN’s resident and humanitarian coordinator, “to take all necessary measures to leave Niamey within 72 hours”.
It pointed to “obstacles” which it said were presented by UN Secretary-General Antonio Guterres “with a view to thwarting the full and complete participation of Niger” at last month’s UN General Assembly.
The military regime has already criticised “the perfidious actions” of the UN chief, saying that they were “likely to undermine any effort to end the crisis in our country”.
Bakary Yaou Sangare, who before the coup was Niger’s ambassador to the UN and is now its foreign minister, was the new leaders’ chosen representative for the gathering.
But, according to a diplomatic source, there was also an application by the overthrown government to represent Niamey.
Because of the competing credentials, the matter was deferred and no representative from Niger was added to the speakers’ list.
The decision to expel the UN official comes as France is withdrawing its 1,400-strong contingent in Niger after being ordered out by the coup leaders.

Sultan of Sokoto State and co-chairman of the Nigeria Inter-religious Council, Alhaji Muhammad Sa'ad Abubakar III, has explained why the Northern region of the nation is backwards when it comes to education.
