New Governor, Dr Alex Otti, has assured Abians that their days of grief and penury occasioned by bad governance were over, declaring that he has come to dry their tears.
Otti who gave the assurance during his inaugural speech after taking oath of office at the Umuahia Township Stadium, Monday, declared that with effect from June, workers in the state would receive their salaries on the 28th day of every month.
He also promised to abolish “the criminal disparity” in payment of core civil servants and workers in parastatals and agencies as practiced by his predecessor, assuring that all workers will get paid at the same time.
” It gives me pleasure to announce that within the next few days, we shall commence the payment of May 2023 salaries and pensions to all civil servants and retirees in the State.
“There shall be no more distinction between the so-called “core” and “non-core” civil servants. This is a disingenuous expression that was used to hide the wicked habit of owing salaries.
“Whether you are a teacher in a primary or secondary institution owned by the State, a staff of the public health establishments, local government, or work in the judiciary, you shall, beginning from this May, earn your legitimate entitlements as and when due.
“From June 2023, all salary and pension obligations of the State would be settled by the 28th of every month. My commitment during my campaigns to pay off all outstanding salary and pension arrears remains sacrosanct.
“Within the next one week, I shall set up appropriate mechanisms to ensure that all legitimate employees and retirees are identified and paid their due entitlements.”
” My task is to dry your tears and help you to rediscover who you are and lead you back to the pathway of sustainable growth, development, and prosperity”, Otti declared.”
Otti appealed to Abia workers to suspend their strike and help him re-fix the state.
“For all citizens and residents of God’s Own State, this is a time to rebuild. We are fortunate that destiny has placed before our own generation the onerous but historic task of replacing what the flying and creeping locusts, masquerading as leaders, may have consumed these past years. “
Otti declared that Abia would no longer be held bound by cabals, saying that his emergence has ended the era of political servitude.
“Someone should go and tell them that we have decisively broken free from our bondage. We are finally heading to our Promised Land, and we have resolved that we will no longer serve Pharaoh! “
Otti declared state of emergency on waste management to restore the sanitary condition of Abia State.
“A healthy urban environment shall be a major priority for this government. To that effect, I am immediately declaring a state of emergency on refuse disposal and waste management in Aba and Umuahia.
“I am hereby directing the leadership of the state’s environmental management agency, ASEPA to roll out everything at its disposal and see that all refuse heaps within these two cities are promptly evacuated.
“In due course, we shall announce an enduring model to address the challenges of the environment and the future of ASEPA.”
He promised to fulfill his campaign promises to rebuilding and repositioning Abia, and not to look for excuses for failure.
“Our social contract with the good people of Abia State, is that ours shall not be a government of excuses and finger-pointing. We have taken time to review the situation and we already have a clear understanding of what is expected from government. Abians will no longer need the media to tell them what the government is doing in their communities; they will directly experience real development themselves as it occurs. “
President Bola Tinubu, has been officially sworn in as the 16th president of Nigeria amid colourful events and festive mood at the Eagle Square today (Monday).
Tinubu, in his inaugural speech, touched on keynote policies and initiatives that will herald the start of his administration.

Fuel subsidy is gone
TInubu, has reaffirmed that the era of fuel subsidy is gone.
He said, “We commend the decision of the outgoing administration in phasing out the petrol subsidy regime which has increasingly favoured the rich more than the poor. Subsidy can no longer justify its ever-increasing costs in the wake of drying resources.
“We shall instead re-channel the funds into better investment in public infrastructure, education, health care and jobs that will materially improve the lives of millions.
We’ll create jobs, prosperity for youth
The president emphasized that his administration must create meaningful opportunities for our youth, saying “We shall honour our campaign commitment of one million new jobs in the digital economy.
“Our government also shall work with the National Assembly to fashion an omnibus Jobs and Prosperity bill. This bill will give our administration the policy space to embark on labour-intensive infrastructural improvements, encourage light industry and provide improved social services for the poor, elderly and vulnerable,” he said.
We shall reform security doctrine
Tinubu noted that security shall be the top priority of his administration, because neither prosperity nor justice can prevail amidst insecurity and violence.
He said, “To effectively tackle this menace, we shall reform both our security DOCTRINE and its ARCHITECTURE.
“We shall invest more in our security personnel, and this means more than an increase in number. We shall provide, better training, equipment, pay and firepower.”
We’ll target higher GDP growth
On the economy, Tinubu said he will target a higher GDP growth and to significantly reduce unemployment.
“We intend to accomplish this by taking the following steps: First, budgetary reform stimulating the economy without engendering inflation will be instituted.
“Second, industrial policy will utilize the full range of fiscal measures to promote domestic manufacturing and lessen import dependency.
“Third, electricity will become more accessible and affordable to businesses and homes alike. Power generation should nearly double and transmission and distribution networks improved. We will encourage states to develop local sources as well.
“I have a message for our investors, local and foreign: our government shall review all their complaints about multiple taxation and various anti-investment inhibitions.
“We shall ensure that investors and foreign businesses repatriate their hard earned dividends and profits home,” he said.
We’ll create agricultural hubs across nation
Tinubu said rural incomes shall be secured by commodity exchange boards guaranteeing minimal prices for certain crops and animal products, adding that “A nationwide programme for storage and other facilities to reduce spoilage and waste will be undertaken.
“Agricultural hubs will be created throughout the nation to increase production and engage in value-added processing. The livestock sector will be introduced to best modern practices and steps taken to minimize the perennial conflict over land and water resources in this sector.
“Through these actions, food shall be made more abundant yet less costly. Farmers shall earn more while the average Nigerian pays less.”
Monetary policy needs thorough housecleaning
President Tinubu noted that the monetary policy needs thorough housecleaning, saying the Central Bank must work towards a unified exchange rate.
“This will direct funds away from arbitrage into meaningful investment in the plant, equipment and jobs that power the real economy.
“Interest rates need to be reduced to increase investment and consumer purchasing in ways that sustain the economy at a higher level.
“Whatever merits it had in concept, the currency swap was too harshly applied by the CBN given the number of unbanked Nigerians. The policy shall be reviewed. In the meantime, my administration will treat both currencies as legal tender,” he said.
Our foreign policy objective is peace, stability
Tinubu said, “Given the world in which we reside, please permit a few comments regarding foreign policy.
“The crisis in Sudan and the turn from democracy by several nations in our immediate neighbourhood are of pressing concern.
“As such, my primary foreign policy objective must be the peace and stability of the West African subregion and the African continent. We shall work with ECOWAS, the AU and willing partners in the international community to end extant conflicts and to resolve new ones.
“As we contain threats to peace, we shall also retool our foreign policy to more actively lead the regional and continental quest for collective prosperity.”
On Monday, Bola Tinubu was sworn-in as President of Nigeria ahead of the May 30 official date set by the Presidential Election Petition Court to commence full hearing on all petitions challenging his electoral victory.
THE WHISTLER reports that Peter Obi of the Labour party, Atiku Abubakar of the People’s Democratic party and the Allied Peoples Movement were directed by the court to start bringing witnesses against the Independent National Electoral Commission and Tinubu from Tuesday, May 30.
To challenge Tinubu’s victory, Obi’s legal team had said they have 50 witnesses while Atiku’s lawyers intend to line up 100 witnesses.
During his inaugural address, Tinubu commented on the petitions against his electoral victory.
The president, who was sworn-in today, said it remains the right of his political opponents to seek redress in court.
“Some have taken their concerns to court seeking legal redress.
“That is their right. This is the essence of the rule of law,” Tinubu said while not mentioning any of the persons challenging his electoral victory.
He promised that his administration will never pull down any person holding a contrary opinion to his own, saying he “clearly won” the poll.
“The outcome reflected the will of the people, however, my victory does not render me any more Nigerian than my opponents. They shall forever be my fellow compatriots and I will treat them as such,” Tinubu added.
The president’s comments come after Obi had earlier today alleged that he expects attacks on his personality in the months ahead.
He insisted on going through the judiciary to claim his presidential victory through his petition alleging that results of the election were altered in over 18,000 polling units.
“We expect that the Nigerian judiciary will use the election cases now before it to reaffirm its independence and integrity. It has to do so, for all our sakes and for itself.,” Obi tweeted today.
On his part, Atiku has maintained that the court will overturn Tinubu’s victory.
They refused to congratulate Tinubu even though the latter promised to extend a hand of fellowship to all.
All eyes would be on the outgoing Speaker of the House of Representatives, Femi Gbajabiamila, and former Kaduna State Governor, Nasir El-Rufai, as President Bola Tinubu makes his first appointments.
The president would be following in the long established practice of making immediate appointments that would help him run the government before the National Assembly is convened.
Since all appointments must be sanctioned and approved by the National Assembly, the Senate in particular, the constitution vested powers on the president to make new appointments to run the government.
The three positions Tinubu who was sworn in on Monday would be making appointments to are Chief of Staff, CoS, to the President, regarded as the clearing house; Secretary to the Government of Federation, SGF, regarded as the bridge between the government and civil service; and his spokesman, Presidential Adviser on Media and Publicity.
While the CoS would act as the clearing house to carry out his administrative duty, the SGF would interface with the Permanent Secretaries, who have taken over from the ministers in Buhari’s government for proper functioning of the civil service.
The president’s spokesman, as the name implies, would manage the president’s communication activities until a proper formation of his government.
For months, Gbajabiamila has been acting like the CoS and has been tipped as the ideal man that the president would announce.
A member of the president’s camp told our Correspondent that, “There’s no opposition to Gbajabiamila, none that I know of but the president has not said anything in that regard. He’s still keeping his card close to himself.
“But to the best of my knowledge and all those around the president, including his closest confidants, it’s Gbaja (Gbajabiamila).
“But let’s wait and see.”
Also three names have been said to have been arrived at by the president as his SGF.
Prominent among them is El-Rufai. The former Kaduna State Governor was instrumental to Tinubu’s emergence as presidential candidate of the APC in June of 2022 despite the presidency and the party leadership’s schemes.
Also, his counterparts from Katsina State, Aminu Masari, and Kebbi State, Atiku Bagudu, are in the list, THE WHISTLER gathered.
An outsider for the SGF position is former Plateau State Governor, Simon Lalong, who was Campaign Director General of the Tinubu campaign.
It was gathered he is enjoying huge support for being a Christian since both the president and his vice are Muslims.
Also, a party source said the agreement was reached for the SGF position to be left for the Northcentral during the consideration of the principal positions for the national assembly.
That puts Lalong in reckoning if party consideration would be considered.
The president’s appointments, it was gathered, would likely be made after the state banquet to toast to the new administration.
An unspecified number of people were on Monday injured in Kano State during the swearing-in ceremony of the new Governor, Abba Yusuf.
Reports showed the ceremony was well underway when the incident happened.
The ceremony was taking place at the Sani Abacha Stadium in Kofa Mata, and was attended by a large crowd.
THE WHISTLER observed that Yusuf was joined on the podium by the acting Chief Judge, when suddenly the stage collapsed. The two were safe, according to the reports.
Another report says some people were injured but the ceremony went on as Yusuf was sworn in as the next governor of the state to take over from Abdullahi Ganduje.
He vowed after the exercise that he would probe his predecessor, who left behind over N240 billion in debt.

THE NIGERIAN IDEAL
My Fellow Citizens,
I stand before you honoured to assume the sacred mandate you have given me. My love for this nation is abiding. My confidence in its people, unwavering. And my faith in God Almighty, absolute. I know that His hand shall provide the needed moral strength and clarity of purpose in those instances when we seem to have reached the limits of our human capacity.
This day is bold and majestic yet bright and full of spirit, as is our precious nation.
As a nation, we have long ago decided to march beyond the dimness of night into the open day of renewed national hope.
The question we now ask ourselves is whether to remain faithful to the work inherent in building a better society or retreat into the shadows of our unmet potential.
For me, there is but one answer. We are too great a nation and too grounded as a people to rob ourselves of our finest destiny.
This nation’s journey has been shaped by the prayers of millions, and the collective sacrifices of us all.
We have endured hardships that would have made other societies crumble.
Yet, we have shouldered the heavy burden to arrive at this SUBLIME moment where the prospect of a better future merges with our improved capacity to create that future.
To the surprise of many but not to ourselves, we have more firmly established this land as a democracy in both word and deed.
The peaceful transition from one government to another is now our political tradition. This handover symbolizes our trust in God, our enduring faith in representative governance and our belief in our ability to reshape this nation into the society it was always meant to be.
Here, permit me to say a few words to my predecessor, President Muhammadu Buhari. Mr President, you have been an honest, patriotic leader who has done his best for the nation you love. On a more personal note, you are a worthy partner and friend. May History be kind to you.
For many years, Nigeria’s critics have trafficked the rumour that our nation will break apart, even perish.
Yet here we are. We have stumbled at times, but our resilience and diversity have kept us going.
Our burdens may make us bend at times, but they shall never break us.
Instead, we stand forth as Africa’s most populous nation and as the best hope and strongest champion of the Black Race.
As citizens, we declare as one unified people devoted to one unified national cause, that as long as this world exists, NIGERIA SHALL EXIST.
Today, Fate and Destiny join together to place the torch of human progress in our very hands. We dare not let it slip.
We lift high this torch so that it might shine on every household and in every heart that calls itself Nigerian. We hold this beam aloft because it lights our path with compassion, brotherhood, and peace. May this great light never EXTINGUISH.
Our administration shall govern on your behalf but never rule over you. We shall consult and dialogue but never dictate. We shall reach out to all but never put down a single person for holding views contrary to our own.
We are here to further mend and heal this nation, not tear and injure it.
In this vein, may I offer a few comments regarding the election that brought us to this juncture. It was a hard fought contest. And it was also fairly won. Since the advent of the Fourth Republic, Nigeria has not held an election of better quality.
The outcome reflected the will of the people. However, my victory does not render me any more Nigerian than my opponents. Nor does it render them any less patriotic.
They shall forever be my fellow compatriots. And I will treat them as such. They represent important constituencies and concerns that wisdom dare not ignore.
They have taken their concerns to court. Seeking legal redress is their right and I fully defend their exercise of this right. This is the essence of the rule of law.
Over six decades ago, our founding fathers gave bravely of themselves to place Nigeria on the map as an independent nation.
We must never allow the labor of those who came before us to wither in vain but to blossom and bring forth a better reality.
Let us take the next great step in the journey they began and believed in.
Today, let us recommit our very selves to placing Nigeria in our hearts as the indispensable home for each and every one of us regardless of creed, ethnicity, or place of birth.
My supporters, I thank you. To those who voted otherwise, I extend my hand across the political divide. I ask you to grasp it in national affinity and brotherhood. For me, political coloration has faded away. All I see are Nigerians.
May we uphold these fitting and excellent notions as the new Nigerian ideal.

The Nigerian ideal which I speak of is more than just an improvement in economic and other statistics. These things are important; but they can never convey the fullness of our story.

The South must not only seek good for itself but must understand that its interests are served when good comes to the North. The North must see the South likewise.
Whether from the winding creeks of the Niger Delta, the vastness of the northern savannah, the boardrooms of Lagos, the bustling capital of Abuja, or the busy markets of Onitsha, you are all my people. As your president, I shall serve with prejudice toward none but compassion and amity towards all.
In the coming days and weeks, my team will publicly detail key aspects of our programme. Today, permit me to outline in broad terms a few initiatives that define our concept of progressive good governance in furtherance of the Nigerian ideal:
The principles that will guide our administration are simple:
1. Nigeria will be impartially governed according to the constitution and the rule of law.
2. We shall defend the nation from terror and all forms of criminality that threaten the peace and stability of our country and our subregion.
3. We shall remodel our economy to bring about growth and development through job creation, food security and an end of extreme poverty.
4. In our administration, Women and youth will feature prominently.
5. Our government will continue to take proactive steps such as championing a credit culture to discourage corruption while strengthening the effectiveness and efficiency of the various anti-corruption agencies.
SECURITY

The Governor-Elect of Kano State, Abba Kabir, did not attend nor send representatives to the official handover ceremony organised by the outgoing governor Abdullahi Ganduje on Sunday.
Mr Ganduje decided to handover to the new governor on Sunday instead of Monday, 29 May, the official handover date so that he can attend the inauguration of the president-elect, Bola Tinubu, in Abuja on Monday morning, the state’s Commissioner for Information and Internal Affairs, Muhammad Garba, said on Sunday.
He said the state’s transition committee had informed Mr Kabir of this plan.
“The outgoing Governor Abdullahi Ganduje of Kano State will perform the official handing over of the affairs of the state to the governor-elect, Abba Yusuf, on Sunday.
“The event is billed for 9 p.m. on 28 May at the Government House, Kano. The state government’s transition committee has communicated the development to the Transition Committee of the governor-elect,” Mr Garba said.
But after a long wait at the government house on Sunday night, the governor-elect was absent and did not send representatives to the event.
Insiders told PREMIUM TIMES the governor-elect’s transition committee insisted that the event be held on the 29th of May, the official handover date.
Mr Ganduje left the government house for Abuja Sunday night and delegated the secretary to the state government, Usman Alhaji, to hand over to the new governor on Monday.
President Muhammadu Buhari says he cannot wait to get back to his home in Daura, Katsina state.
According to NAN, Buhari spoke at a dinner held on Sunday, in Abuja.
Commending the outcome of the 2023 elections, Buhari congratulated Nigerians for realising that they have power in their votes and that their votes counted.
The president said the general elections gave power back to the Nigerian electorate.
“I am looking forward to tomorrow to fly to my base and go back to my cows and sheep, which are much easier to control than fellow Nigerians,” Buhari was quoted as saying.
Buhari thanked the heads of state and representatives that were in attendance for their support and wished them well.

Lai Mohammed, the outgoing Minister of Information and Culture, has stated that President Muhammadu Buhari is aware that some Nigerians refer to him as “Baba Go Slow.”
The minister stated that the president was given the name incorrectly because he is “tolerant and a democrat who allows his ministers to discharge their duties without undue interference.”
On Sunday, during a send-off party organized in his honor by the Board of the National Broadcasting Commission (NBC), Mohammed lamented that Buhari’s government is constantly in the crosshairs of everyone.

The National Broadcasting Commission (NBC) has granted The Polytechnic, Ibadan, a radio station licence.
The disclosure was made in a statement signed by the institution’s Registrar, Mrs Modupe Theresa Fawale.
According to reports, the institution has been granted permission to operate the Poly Ibadan FM radio station.
The right to operate the radio station was granted to the institution by NBC in a letter dated May 22, 2023 and bearing the reference number NBC/SEC/LIC/19/VOL.iv.
The letter, addressed to the Rector of the institution, Professor Kazeem Adekunle Adebiyi, was signed by Igomu Onoja, secretary to the commission on behalf of the Director General of NBC.
Fawale said, “The right to operate the FM Radio station was conveyed to the Institution through a letter from the NBC with reference number NBC/SEC/LIC/19/VOL.iv dated May 22, 2023 to the Rector of The institution Professor Kazeem Adekunle Adebiyi.
“The letter signed by Igomu Onoja, secretary to the commission on behalf of the Director General noted that the licence was a temporary one pending the time all the required payments would be made by the institution for the application for operating a radio station submitted to the

Speaking during a webinar on Saturday, the serving Overseer of the Citadel Global Community Church alleged that that there were a series of malpractices during the 2023 elections.
He insisted that the Independent National Electoral Commission made a mess of the electioneering process, hence his reason for not accepting Tinubu.
Reacting to this and others with the same stance, Omokri noted that it would not stop the former Lagos Governor swearing in.
He urged aggrieved individuals to prepare an airtight case in court but if this fails to unseat him then they should make preparations for 2027.
Speaking via Instagram, he wrote,
“This #TinubuIsnotMyPresident trend is just the same type of exercise in futility. As from tomorrow, God sparing his life, the former drug cartel member will be your President. Whether you like it or not. Instead of trending futile hashtags, go and prepare your cases in court so that it is so airtight that the justices have no other option but to unseat him.
“And if that fails, then start preparing for 2027 by UNITING. Because it was not Tinubu that defeated the opposition. It was our disunity that defeated us. Together, all the PDP candidates who went to Labour, NNPP and G-5 took away over 8 million votes from the PDP. If we had been united, you wouldn’t be trending this useless hashtag today.”

Journalists, security men and support service providers defied early morning rains to arrive the venue in the wee hours of Monday ahead of the inauguration slated for 10am.
As at 8.50am, men of the Armed Forces of Nigeria and Paramilitary have started marching round the square with military melodies blaring out.
President of the African Development Bank (AfDB), Prof. Akinwumi Adesina, Emir of Borgu in Niger State where Tinubu was honoured with the traditional title of Jagaba, are also present.

“No, it was really upsetting. And I remember that before I even got that particular one, I had to go look for work by myself in different chambers. Before I got that particular one, I had gone to like three or four chambers, they said, so sorry, there’s nothing they can do. NYSC, this is not even like the real job o. This is just NYSC.
“So, imagine what you would have to go through even when you are done with the NYSC and you want a real job, an actual job.”
No fewer than five (5) people who claim to be Yoruba nation agitators have been arrested.
The acclaimed agitators were arrested a few hours after they invaded and hijacked a radio station in Ibadan, the Oyo State capital.
Amuludun FM is one of the community radio stations own by Federal Radio Corporation of Nigeria (FRCN).
Our correspondent gathered that the suspects numbering about twenty stormed the radio station around 5.30 am and seized the live studio while a sponsored programme was ongoing around 6am on Sunday.
The suspects after hijacking the station went on air for about an hour before they were arrested.
DAILY POST, however, gathered that five people among the agitators have been arrested.
General Manager of the station, Mr. Stephen Agbaje confirmed the arrest of the five people to DAILY POST on Sunday.
He said “5 people have been arrested, four men and a woman”
They are; Noah Atoyebi ‘M’ 30yrs, Gbenga Adeleke ‘M’ 25yrs, Abdulganiyu Mustafa Kolawole ‘M’ 35yrs, Bashiru Kehinde O. ‘F’ and Fajola Elija ‘M’ 45yrs.
The suspects are reportedly still in the custody of security agents as at the time of filing this report.
