Godswill Akpabio, senate president, says the resolution to suspend Abdul Ningi, senator representing Bauchi central, was not his sole decision.
Akpabio said this in a letter issued by his counsel, Umeh Kalu, in response to a letter by Femi Falana, counsel to Ningi.
In March, Ningi sparked controversy when he alleged that the 2024 budget was padded by N3 trillion and that the country is operating two budgets concurrently.
Subsequently, the senate debated the matter at the “committee of the whole”.
The senator was thereafter suspended for three months for allegedly not providing evidence to back his allegations.
In a letter dated March 27 and addressed to Akpabio through his counsel, Ningi gave the senate president a seven-day ultimatum to lift his suspension from the upper legislative chamber.
Ningi described his suspension as “illegal”, saying he would approach a federal high court for his reinstatement if the suspension is not lifted within seven days.
In response, Akpabio, through his lawyer, said the decision to suspend the Bauchi senator was that of the senate.
“We have carefully read through your analysis of the facts and circumstances leading to your client’s suspension from the senate,” the letter read.
“We are unable to find reason in your verdict of our client’s sole culpability in the said suspension. We therefore plead non est factum for our client. In addition to the above and contrary to the contents of your letter under reference, our client was at no time your client’s accuser, prosecutor and judge.
“Our client’s role at the session of the senate that led to your client’s suspension was and remains the statutory role of a legislative house presiding officer, which role equally includes pronouncing the majority decision of the legislative house at the end of debate and voting.
“Permit us to mention your attempt at drawing our client’s attention to legal authorities and pronouncements of our courts of record on the unconstitutionality of suspending members of legislative houses, which attempt we dare say was unhelpful, due to your failure or refusal to make available the relevant particulars of the said court decisions in your letter.
“You may wish to provide these legal authorities which you have alluded to, bearing in mind that every decision of a court emanates from its peculiar facts, circumstances and extant laws. In as much as it may not be necessary to canvass herein all the remedies available to our client, in response to your threats of court action and petition to the Legal Practitioners Disciplinary Committee (LPDC)…
“It is important we mention that legislative proceedings are guided by rules. We urge you to give due consideration to the legal issues raised in this letter and be guided accordingly in your further and future action in respect of this matter.”

Primate Elijah Ayodele has sent a warning to President Bola Tinubu over the recent increase in electricity tariff.
Speaking on Thursday he slammed the Federal Government for increasing electricity tariff by over 300 per cent.
Ayodele, who foretold the increment last year, stressed that it will not bring any difference to the power sector because electricity will still not be stable as it’s supposed to.
The Federal Government announced the increment on Wednesday and explained that Band A users will be required to pay more for electricity.
In his reaction, Ayodele stated that the tariff increase will affect so many people in the country and that the idea will lead to disappointment in the government.
The cleric explained that the best thing the government should do is make the electricity supply stable in order to help local manufacturers and improve the economy before increasing tariff.
In a statement by his Media Aide, Oluwatosin Osho, Ayodele said: ‘’Despite increasing electricity tariffs, it won’t guarantee 24/7 power supply in the country. It won’t make any difference because what is needed right now is anything that will improve the economy and make it better.
‘’Nigeria is still battling with a stable power supply and increasing electricity tariff will not help the country at all. It will only be justifiable if we have electricity stability across the country’’
‘’Increase in tariff will affect a lot of people, it’s an idea that will not last because Nigerians will still be disappointed in the power supply. The best thing the government can do is to make light stable so that the economy can boom and help local manufactures before an increase in electricity tariffs.’’
‘’The government is supposed to increase power supply by working on all our dams for the purpose of stability. The increment is a good idea but it’s wrong timing. It won’t give the country what is needed; there won’t be any serious result.’’
He advised the government to make a lot of changes in the power sector, expressing the need for states to be empowered to transmit power.
Ayodele also called on the government to check the power supply to neighbouring countries, alleging that there is corruption in the system.
‘’The government has to make a lot of changes in the power sector; states should also be empowered to transmit power. We shouldn’t be doing shifts when it comes to electricity. If we have enough power supply, increasing tariffs won’t be a problem.
‘’There is a lot of supply the government is doing, they need to check supply to other countries because there is so much corruption in the system. The system needs to be cleared. I also urge the government to pray against explosion in any of our power transmission facilities,” he added.
Rick Slayman, the man who happens to be the world’s first living recipient of a genetically edited pig kidney transplant, has been discharged from the hospital.
CNN reports that Slayman was discharged on Wednesday, two weeks after his operation, according to a statement by Massachusetts General Hospital.
“He is recovering well and will continue to recuperate at home with his family,” the hospital wrote on X.
Slayman was quoted in the statement issued by the hospital saying: “This moment – leaving the hospital today with one of the cleanest bills of health I’ve had in a long time – is one I wished would come for many years. Now, it’s a reality and one of the happiest moments of my life.”
Recall that Slayman, a 62-year-old manager with the Massachusetts Department of Transportation, had previously said his doctors suggested that he try a pig kidney when he was diagnosed with end-stage kidney disease last year.
His doctors stated last month that they thought Slayman’s new kidney could last years but also acknowledged that there are many unknowns in animal-to-human transplants.
Slayman’s surgery is the third such xenotransplant of a pig organ into a living human.
The first two transplants were hearts transplanted into living patients who had run out of other transplant options.
The organs were transplanted under special rules that permit compassionate use of experimental therapies for patients in especially dire situations. However, both patients died weeks after receiving their organs.
Slayman said he was grateful for the response to his surgery, especially from other patients who are waiting for a kidney transplant.
“Today marks a new beginning not just for me, but for them, as well,” Slayman said.
A police escort attached to the Abuja-Kaduna train route reportedly died aboard the train while conveying passengers from Kaduna to Abuja on Thursday.
A source privy to the incident disclosed that the officer allegedly complained about chest pain before succumbing.
The source revealed that before a passenger, identified as a doctor, could attend to him to manage the situation, the police officer had already passed away.
The source said, “A police officer, who was one of the escorts on an Abuja-Kaduna train, just died. He left home in good health. But later during the journey, he complained of chest pain and asked his colleague to get him some glucose and water.
“There was no emergency medical care on the train. Before a doctor, who was also a passenger, could come, the officer had already passed away.”
It was further gathered that a few minutes after the train arrived in Abuja, a police team drove into the train station to retrieve the corpse for transportation to an undisclosed location.
When contacted for a reaction, the spokesperson for the Nigeria Railway Corporation, Mahmud Yakubu, promised to get back to our correspondent but had yet to do so as of the time of filing this report, despite repeated calls to his line.
Efforts to reach the Force Public Relations Officer, Olumuyiwa Adejobi, also proved abortive as calls and messages to his line were unanswered.
The Nigerian Electricity Regulatory Commission, on Wednesday, approved an increase in electricity tariff for customers under the Band A classification.
The Vice Chairman, NERC, Musliu Oseni, said the increase will see the customers paying N225 kilowatt per hour (KW/h) from the current N66.
PUNCH Online notes that customers under Band A are those who enjoy 20-24 hours of electricity supply daily while those in Band B are subscribers who enjoy 16 to 20 hours power supply.
Those in Band C enjoy 12 to 16 hours daily power supply..
Also, Band D subscribers are beneficiaries of eight to 12 hours power supply and Band E subscribers only enjoy four to eight hours of electricity supply daily.
Speaking at a press conference in Abuja, Oseni said customers in Band A represent a 15 per cent of the 12 million electricity customers in the country, which represents about 1.8 million subscribers.
He added that the review would not affect customers of the other bands.
Citing sources, Bloomberg had on Tuesday reported that power companies will be allowed to raise electricity prices to N200 ($0.15) per KW/h from N68 for urban consumers.
It quoted people in the presidency with knowledge of the matter saying this was in a bid to attract new investment and slash about $2.3 billion spent to cap tariffs.

The Ilorin Zonal Command of the Economic and Financial Crimes Commission has arrested one Usman Akogun, an alleged fraudster who has been posing as an officer of the commission and defrauding victims under the pretext that he could help them procure a soft landing regarding their cases with the Commission.
A statement by the Head, Media and Publicity, EFCC, Dele Oyewale, made available to the media in Ilorin on Thursday, said that Akogun, who hails from Babanla in the Ifelodun Local Government Area of Kwara State, was arrested in Ilorin, the Kwara State capital, on March 27, 2024.
“The bubble burst for the scammer when the Ilorin command of the commission received intelligence regarding his criminal activities. The intel was to the effect that a certain Akogun Rasheed Usman, who claimed to be an officer of the EFCC, obtained money to the tune of N.5m (five hundred thousand naira) from one Mrs Khadizah Abdullahi, a parent of two suspects held in custody by the commission over offences bordering on internet fraud.
“The intel, which was found to be credible, led to the arrest of the suspect, who claimed to be a staff member at the Library Department of the Kwara State College of Education, Oro, on Thursday, March 27, 2024, at the General Hospital, Taiwo-Oke area, Ilorin.
“Mrs Abdullahi said she became agitated when the suspect failed to have her two sons, held in custody by the EFCC released on bail to her as promised.
“Firstly, she said Akogun and her went through the same security screening while at the EFCC office, a situation that made her wonder why it should be so if truly he was an officer of the commission as he claimed! She also noticed that while in the EFCC office to perfect the ‘phony bail’, the self-styled EFCC staff neither received nor gave salutes or compliments to fellow officers, as compliments are a tradition in all security and law enforcement agencies.
“She added that rather than having her sons released to her, the suspects took her to a location outside the office to receive the said sum of N.5m and demanded more money to perfect the bail.
“It was in the process of collecting an additional N200,000 that the long arm of the law caught up with him,” the statement said.
“The suspect will be charged to court upon conclusion of the ongoing investigations,” the EFCC added.
Kidnappers have killed the manager of the Union Bank, Igueben branch in Edo State, Mr. John Otobo, after they allegedly collected N8m ransom.
Details of the incident are still sketchy at the time of filing this report but it was gathered that his body was found in the bush after ransom payment.
According to one, the deceased was kidnapped a few days ago between Ugbegun and Uromi, while on his way home from work.
A member of the community, Odion Humphrey, confirmed the sad news in a Facebook post on Wednesday, April 3, 2024.

The United Kingdom government has increased the general salary threshold for those arriving in the UK on a Skilled Worker visa from £26,200 to £38,700.
According to the Home Secretary, James Cleverly, the minimum wage increased by 48 per cent to cut migration and put British workers first in force.
Changes that are now in force will slash migration and prevent the undercutting of British workers by employers looking to recruit cheap labour from overseas.
In the statement issued on its website on Thursday, the UK businesses are now required to pay overseas workers coming to the UK on a Skilled Worker visa significantly more,.
It said the government is to clamp down on the price of foreign labour and continues to deliver on its commitment to drive down net migration.
The UK government said this increase will help ensure the UK’s immigration system focuses on recruiting high-skilled workers, helping to grow the UK economy while bringing overall numbers down.
The government is clear that no sector should be permanently reliant on immigration, so today, the shortage occupation list has also been abolished, with employers no longer able to pay migrants less than UK workers in shortage occupations.
A new immigration salary list (ISL) has been created, following advice from the expert and independent Migration Advisory Committee (MAC).
Roles on the list will only be included where they are skilled and in shortage, and if it is sensible to include them considering the efforts being made by sectors to invest in the resident workforce.
Inclusion on the list must not serve to reduce pay and undermine the recruitment of British workers. Employers are encouraged to invest in training, upskilling, and hiring domestic workers first.
It comes as the government takes decisive action to support British people into work, in one of the biggest employment interventions in a generation, through its £2.5 billion Back to Work plan.
This will help break down barriers to work for over a million people who are long-term unemployed, long-term sick, or disabled.
Home Secretary James Cleverly said: “It’s time to turn off the taps and end the flow of cheap workers from abroad.
“Mass migration is unsustainable and it’s simply not fair. It undercuts the wages of hard-working people who are just trying to make ends meet.
“We are refocusing our immigration system to prioritise the brightest and best who have the skills our economy needs, while reducing overall numbers.
“I promised the British people an immigration system that serves their interests, and to bring numbers down – these tough measures deliver on that commitment. Employers must also play their part and put British workers first.”
While recounting the previous reforms to reduce migration, the UK said, “In January, the government ended the ability of nearly all postgraduate students to bring dependants to the UK.
“A drastic fall in student dependant applications is expected this year, with early indications already of this downward trend.”
The Kano State Government has filed criminal charges against the immediate past governor, Abdullahi Ganduje, over alleged $413,000, N1.38bn bribery.
The state said it had assembled 15 witnesses to testify against Ganduje.
Joined as co-defendants in the charge sheet dated April 3, 2024, sighted by our correspondent on Thursday, were Ganduje’s wife Hafsat, and his son, Umar.
Also listed as defendants were Jibrilla Muhammad, Lamash Properties Ltd, Safari Textiles Ltd and Lesage General Enterprises.
Governor Abba Yusuf had on assumption of office accused Ganduje of misappropriating public funds and allocating plots of land to some members of his immediate family.
One of the charges read: “That you, Abdullahi Umar Ganduje, sometime between the period of January 10, 2016 or thereabouts, at Kano in the Kano Judicial Division, while serving as the Governor of Kano State and being a public servant in the government of Kano State corruptly asked for and received the sum of $200,000 being benefit for yourself from one of the beneficiaries of contracts awarded by the Kano State Government on your instruction and approval as part of your function as the Governor of Kano State, thereby committed the offence of official corruption, contrary to and punishable under Section 22 of the Kano State Public Complaints and Anti-corruption Commission Law 2008 (as amended), Law No 2 of 2009, Laws of Kano State of Nigeria.”
In the second count, the state government said, Ganduje, on February 10, 2017 “dishonestly and/or corruptly to your own advantage collected a kick-back of the sum of $ 213,000 being money generated from people and entities seeking or holding the execution of Kano State Government contact and or project for the remodeling of Kantin Kwari textile market as a bribe through one of the contractors (agent).”
In another count, state alleged that Ganduje, between September 2020 and march 2021, “together with one Hafsat Umar (your spouse) and Abubakar Bawuro, a businessman, Safari Textile Ltd, a limited liability company, wholly owned and maintained by the 3rd defendant, agreed to do an illegal act to wit: dishonestly converted to your own use the sum of N1,376,000,000 through account No. 7085982019 belonging to the 3rd defendant being money earmarked and approved for the purchase and supply of face masks and other hospital equipment for the health sector, thereby causing wrongful loss to the people and the government of Kano State and thereby jointly committed the offence of criminal conspiracy contrary to Section 96 and punishable under section 97 of The penal code (as amended) CAP,105, Vol.2. The Laws of Kano State of Nigeria, 1991.”
The Kano State’s Attorney General, Muhuyi Magaji, said he was empowered by Section 211 of the 1999 Constitution and Sections 121(1), 126(b) and 377 of the Administration of Criminal Justice Law, 2019, “to apply to prefer the charge attached herewith against the defendants.”
Meanwhile, the Governor Yusuf also set up two committees to probe the government of Ganduje, over alleged misappropriation of public property, political violence and missing persons in the state.
While inaugurating members of the committees, the governor vowed to bring to book anyone found wanting on conclusion of the probe.

It will be recalled that Governor Yusuf had vowed to recover all public property allegedly stolen by the administration of his predecessor.
The panels, according to the statement, are to unravel those behind or involved in the misappropriation of public properties and political violence between 2015 and 2023.
Tofa quoted the governor as recalling his inaugural promises of investigating the misappropriation of public assets, unravelling and prosecuting the culprits.
He said, “Political violence is a major setback to democracy worldwide. It leads to loss of lives and properties as well as mistrust on the part of the people and those in power.
“The disturbing cases of political killings especially in 2023 must not be swept under the carpet, this is to ensure we prevent future occurrences”.
While Justice Zuwaira Yusuf was pronounced chairperson of the commission with the responsibility of unraveling players and causes of political violence as well as missing persons, Justice Faruk Lawan sits on the commission saddled with the responsibility of probing misappropriation of public properties and assets during the years under review.
The governor, who noted that the move was neither political nor a witch-hunt, charged the commissions not to compromise but to remain faithful to their oath and the people of Kano by ensuring justice for the state.
He added, “We went through your records and we couldn’t find any of you wanting. We believe in you and we expect your full reports in 3 months time.”

A Federal High Court sitting in Lagos State has convicted and sentenced a TiKTok user, Nwakaego Okoye for defaming a Nollywood, Eniola Badmus.
Nwakaego Okoye was convicted on Wednesday, April 3, after she pleaded guilty to the charge brought against her.
She confessed to have defamed actress Eníola Badmus because a friend, Fortune Ibe, promised to pay her N200,000 to do so.
However, for being remorseful, Justice Oweibo gave her the option to pay the fine of N150,000 in lieu of jail time, saying that her action contravened Sections 24(1)(b)(2)(a)(c) and 27 of the Cybercrimes Act, 2015.
It was learnt that Nwakaego and one Chimabia who is now at large were jointly charged for the offence.
Meanwhile, in 2023, the Socio-Economic Rights and Accountability Project (SERAP) said that the Economic Community of West African States (ECOWAS) Court had declared Section 24 of Nigeria’s Cybercrime Act vague, arbitrary and unlawful.
SERAP said the ECOWAS Court gave the ruling in a suit it filed before the court, saying that Section 24 of the Cybercrime Act was contrary to the rule of law; therefore, "the Nigeria Police cannot charge anyone with cyberstalking based on the provision of Section 24."
“The ECOWAS Court has ruled (in the suit brought by SERAP) that Section 24 of Nigeria's Cybercrime Act is vague, arbitrary, and unlawful.
“So, it is contrary to the rule of law for the police to charge anyone with supposed "cyberstalking." Section 24 is INVALID," SERAP stated on its Twitter page.
EFCC Arrest: Bobrisky Fails To Meet N400m Bail Conditions, detained in lone cell, faces arraignment today
AFOLABIThe Economic and Financial Crimes Commission, will today (Friday) arraign controversial cross-dresser, Idris Olanrewaju Okuneye popularly known as Bobrisky, before the Federal High Court in Lagos for alleged money laundering.
EFCC, on Thursday, filed six counts while counts bordering on money laundering and abuse of the naira on Bobrisky.
Bobrisky will be arraigned before the vacation judge, Justice Abimbola Awogboro.
In the charge sheet filed by EFCC prosecutor, Rotimi Oyedepo (SAN), alongside seven other lawyers, Bobrisky in the first count was alleged to have tampered with the sum of N400,000 by spraying the same while dancing at a social event at the IMAX Circle Mall, Lekki, Lagos.

The commission said the offence was committed on March 24, 2024.
Bobrisky was also alleged to have between July and August 2023 at Aja Junction, Ikorodu tampered with another sum of N50,000 by spraying same at a social event while dancing.
The anti-graft agency said in December 2023 at White Steve Event Hall, Ikeja, Bobrisky also sprayed and tampered with another sum of N20,000 while dancing.
He was further accused of spraying and tampering with another sum of N20,000 while dancing at another event in Oniru, Victoria Island.
The EFCC said that Bobrisky, while trading under the name and style of Bob Express between September 1, 2021 and April 4, 2024 in Lagos, failed to submit to the Special Control Unit Against Money Laundering, a declaration of the activities of the said company, (Bob Express) within which period the total sum of N127. 7m was paid into the company account domiciled with Ecobank.
Bobrisky was also accused of failing to submit a declaration of the activities of the company within the same period when another N53m was paid into the company’s account.
Aacording to EFCC, the offences committed contravened Sections 6 (1)(a), and 19(1) (f) of the Money Laundering (Prevention And Prohibition) Act and were punishable under Section 19 (2) (b) of the same Act.
Bobrisky, who had been in the EFCC detention since Wednesday, night, failed to meet the administrative bail offered him on Thursday.
The spokesperson for the EFCC, Dele Oyewale, confirmed the report of his bail and failure to meet the conditions, in a telephone interview with our correspondent Thursday evening.
Oyewale said, “He has been granted administrative bail but yet to meet bail conditions.”
Earlier, Oyewale had noted that, “Bobrisky is with us. He was arrested last night in Lagos, and he is at our Lagos command. We arrested him for alleged abuse of naira notes, spraying of nara notes, and currency mutilation, among others.
“We are very serious about restoring the dignity of the naira. Though our investigation is still ongoing, but he will definitely be charged to court soon.”
In a statement titled “EFCC Grills Bobrisky for Naira Abuse ” posted on its social media handle later, the EFCC wrote, “Operatives of the Lagos Zonal Command of the Economic and Financial Crimes Commission, EFCC, have commenced investigation of Idris Okuneye, a.k.a Bobrisky, for allegedly spraying Naira notes.
“The EFCC had invited the 31-year old following a video report of spraying and flaunting wads of new Naira notes at the premiere of a movie, Ajakaju, produced by Eniola Ajao, a Nollywood actress and producer, at Film One Circle Mall, Lekki, Lagos on March 24, 2024.
“Investigation also revealed that he had also committed the alleged offence at some other event centres and parties at different times.
“Following the invitation by the commission, he arrived at the Lagos Zonal Command of the EFCC in the morning of Wednesday, April 4, 2024, for interrogation and volunteered his statements.
“He will soon be charged to court upon conclusion of investigations.”
Impeccable sources in the EFCC said the cross-dresser was detained in a lone cell.
“Bobrisky has been grilled by interrogators, and he has given his statement wherein he identified as ‘Idris Okuneye’. He’s being detained in a lone cell. He has no cellmates, he’s neither in a male nor female cell, he’s the only one in his cell,” a source said.
